2023 Bristol Bay Fly Fishing and Guide Academy

The 2023 Bristol Bay Fly Fishing & Guide Academy will be at Mission Lodge this year, June 4th-10th, an excellent opportunity for young adults interested in learning more about the industry. Mission Lodge is owned by BBNC and located north of Dillingham on Lake Aleknagik. The Academy covers all the program costs if an individual is accepted.

The Bristol Bay Fly Fishing and Guide Academy is a week-long course that teaches fly fishing skills and explores career opportunities in the sport fishing industry. It is an excellent opportunity for young adults to build leadership skills and learn more about being caretakers of our salmon resources. Young adults interested in learning to fly fish and exploring a career as a sportfishing guide in Bristol Bay will be given priority placement.

Mallard Duck Bay Updates!

Mallard Duck Bay has been working with the Chignik Lagoon Village Council to assess and assist with electrical issues, water system repairs, and renovations to the Chignik Lagoon subsistence building. The power distribution system is being inspected and repaired with assistance from Northern Powerline Constructors to identify problems. This previous summer, MDB aimed to repair and restore water service to as many residents as possible and coordinated with regional associates to find major leaks and fix the village's water storage.

 

MDB was also busy working on some of the village’s buildings. The local clinic had windows replaced and is waiting for more supplies to be delivered before more exterior improvements and repairs can be made. The subsistence building had extensive water damage, but all leaks have been identified and repaired. There are also repairs on the village shop that need to be fixed, such as shelving, organizing the floor space, and the heater, which has been assessed, and the repairs are being made. More storage solutions have been installed for easier access.

 

Our team will continue working with the Chignik Lagoon Village Council and has been reaching out to other qualified businesses to establish partnerships, as well as identify more construction opportunities. The Chignik Lagoon Native Corporation would like to address some land concerns that recently have surfaced on social media. The following statements are a clarification to our shareholders regarding land use on Chignik Lagoon Native Corporation lands only.

In the past, our corporation has held contracts with bear guides, allowing them the use of our lands to hunt bear only. CLNC does not allow the use of their lands to hunt any other wild game.

Currently, the Chignik Lagoon Native Corporation does not have a contract with any guides, as the past contract expired in June 2022.

The CLNC Board of Directors considers themselves and the shareholders stewards of our lands and has stated this in our strategic plan. Also, previously stated in our newsletters, we are still considering land conservation easements to protect and preserve the lands for the shareholders.

We encourage interest and leadership in the protection of responsible land use. The following link is for those interested in serving on an advisory committee for the State of Alaska Board of Game.

As the pandemic started to settle, this past year was a challenge for all businesses, including CLNC. We want to thank you for your continued support and trust. The Board remained dedicated to reaching the goals established in CLNC’s strategic plan. This spring, our subsidiary, Mallard Duck Bay Enterprises, created Mallard Duck Bay Constructors and Mallard Duck Bay Holdings. Since then, we have established a contract with the Chignik Lagoon Village Tribe. We have also opened an office in Anchorage for MDB. CLNC continues to work with Bristol Bay Native Corporation’s Inter-Government Contracting Program (IGC). CLNC and MDB have worked hard to continue this relationship and appreciate the benefits.

Finally, CLNC and the Native Village of Chignik Lagoon will continue collaborating on economic development projects and opportunities to maximize benefits to CLNC shareholders, subsidiaries, and tribal members. As Chignik Lagoon faces another challenging commercial and subsistence fishing year, these efforts are more critical than ever to keep our community a sustainable place to live.

Greetings from CLNC!

Thank you once again for taking the time to read one of our newsletters. It is so amazing how fast and yet so slow this past year has gone by. We hope that this finds you well and that this past year has been more positive than negative. Even though the winter has seemed to hold on a little longer this year, we look forward to spring!

In March 2022, the Board is planning to hold its annual CLNC Board Summit to review the strategic plan and the financials along with the FY23 budget for both CLNC and Mallard Duck Bay. One of our core values in the strategic plan continues to be respectful of the land and our culture while generating revenue for the corporation business.

With more federal funding now available to protect land, especially with the Great American Outdoors Act, we can revisit the possibility of protecting select CLNC lands through the sale of fee interests or conservation easements on specific tracts of land.

We are currently looking at land on Chignik Island and along the Alec River for potential conservation. If these conservation transactions are completed, these two tracts of land would be protected from any future development but access would be preserved for CLNC shareholders.

Lately, we have been exploring ways to expand economic development in the Chignik Lagoon area and share our research with the Chignik Lagoon Tribe.

It is our hope to join efforts to increase the chances of receiving grants/funding from the state and federal agencies to support projects that will benefit our community.

CLNC now has official signs outside the Chignik Lagoon office!

Starlink Internet

Internet and phone connection continue to be a constant roadblock for the community of Chignik Lagoon and it also very much hinders business communications. We have signed up for Starlink service in hopes that this will provide a much more reliable connection. In the meantime, we are looking for funding sources for broadband improvement in rural areas.

MDB Operations Report

There have been a few welcome changes within our subsidiary and we are moving full steam ahead in our 8(a) government contracting as well as non 8(a) contracting. We would like to welcome Benjamin English as our new CEO of Mallard Duck Bay Enterprises, LLC. Ben has been assisting MDB for the past 6 months on the business development side where he was able to connect us with a great partnership in southern Texas. Ben's past work experience includes 20 plus years in government contracting on the construction side. We are happy to have him on board and so far we have obtained bonding and we have also applied for a general contracting license with the State of Alaska.

Our previous CEO, Betty Huntington, will continue to be on board supporting MDB with as-needed consulting services.

Working alongside Ben is our newly hired Senior Project Manager, Justin Dunn. Justin became part of the MDB family on November 29th of 2021. He also has a lot of experience in government contracting that includes quality projects within the state and in the lower 48.

We have continued to work with the Tribe of Chignik Lagoon and recently responded to their Request for Proposals for maintenance projects within the village.

As announced at our annual meeting we were awarded our first sole-source contract from the government at the renowned Redstone Arsenal in Alabama.

We continue to work closely with BBNC’s IGC program, they have extended our agreement to June of 2022 to guide MDB in their growth. We are also happy to report that we are HUBZone certified.

CLNC created a sister 8(a) company named MDB Constructors, LLC and a holding company named MDB Holdings, LLC.

Community Corner

Commercial Salmon Fishery Disaster

Update: Disaster funds for 2018 are now available through Pacific States Marine Fishery Commission. Crew members for the year 2018 have until March 8 to apply.

Recently, U.S. Secretary of Commerce Gina Raimondo announced 14 disaster declarations for Alaska fisheries. This includes one for the Chignik fishery for 2020. The Lake and Peninsula Borough is also asking the state to declare a disaster for the Chignik fishery for 2021.

Chignik Lagoon Village Council has been continually updating village ordinances regarding travel and quarantine procedures. Before traveling to Chignik Lagoon please notify the Chignik Lagoon clinic of your travels. The State of Alaska has a website set up with all the COVID-19 information for the state. Summer has arrived and more boats can be seen moving out and about during these warmer months! Captains, families, and friends are all preparing to go fishing and to play on the water. Our staff is busy keeping the office in order by organizing our files, preparing the newsletter, and getting ready for our shareholder and quarterly board meetings.

 

Here is an operations update for our shareholders:

 

Look out for a newsletter in your mailbox soon that will have more detailed updates but for now here is a quick summary.

 

The board is striving towards having an in-person shareholder meeting in Chignik Lagoon and a date has been set for September 11th at 1:00 PM.  Our goal is to make it as safe as possible in the current environment. The first mailout to solicit applications for the Board of Directors will be arriving soon.

 

In addition to the general operations, our staff has been currently working on the detailed procedures as well as keeping all of the files organized into digital repositories.  BBNC has been hosting monthly trainings and we have attended these so far:  Keeping the Culture Alive and Performance Reviews.  The next scheduled training is on Policy Development. 

We plan to put these trainings into action by having our own work sessions this month on these topics.

 

Our subsidiary Mallard Duck Bay continues working hard within the SBA 8(a) program by reaching out in all ways possible for possible partnering, joint ventures and past performance. This new environment definitely created new challenges that we dedicated to overcoming. We continue participating in the IGC program provided by BBNC of which we are on our third year.

MDB continues to work with the Chignik Lagoon Tribe and has recently started dialogue with them on the promotion of economic development for Chignik Lagoon.

October 30, 2020: The Chignik Lagoon park project is now complete! Mallard Duck Bay has finished placing the guard rails, fence, sand, and playground equipment. Thank you to Mallard Duck Bay and Chignik Lagoon Tribe employees for finishing the first project collaboration between the two entities. The park is functional and now open to the public. The slides and swings are ready for everyone to use!

 

September 9, 2020: CLNC is pleased to announce that our subsidiary Mallard Duck Bay Enterprises, LLC is now working with the Chignik Lagoon Tribe on a contract to complete the playground in the community. We are assisting with the management of this project and feel very honored to be part of something so meaningful in the community of Chignik Lagoon as its very first contract.

2020 Annual Meeting of Shareholders Important Information

Due to the COVID-19 pandemic, CLNC will be unable to hold our annual meeting in Chignik Lagoon as usual. In order to keep our shareholders, board members, and staff safe, we’ll be transitioning to a pre-recorded, virtual annual meeting. 

This year’s virtual annual meeting will be held on Saturday, September 19. We’ll be updating this page, but here are a few important details:

  • The meeting will be made available online on this webpage via audio recording. 

  • More information will be provided to shareholders via mail and our website, www.clncalaska.com, in the coming week.

  • Please send questions for the corporation via the postage-paid, self-addressed envelope that was recently sent to shareholders; via email to amgregorio@clncalaska.com, or via phone to 907-840-2500. We will try to address as many as we can during the meeting. Questions not answered during the annual meeting will be answered in a future newsletter.

  • CLNC proxies must be received by the Inspectors of Election, Landye Bennett Blumstein LLP, by mail, email, or fax by September 15, 2020 by 5:00 P.M.
